Before the implementation of the reform and opening policy, the foundation of heat treatment standards was very weak. Before 1980, there were only 12 steel metallurgical quality standards in the national standard and the metallurgical standard (YB), and only 8 heat treatment standards in the machine standard (JB), and most of them were product quality inspection standards. Since the reform and opening up, especially after the proposal of equivalent adoption of international standards, a new situation has emerged in standard work including heat treatment standards. The standardization agencies of various government departments have designated personnel responsible for heat treatment standardization. During 1981-1985, a total of 21 standard formulation and revision tasks were completed. In order to implement cross-departmental and cross-regional industry management for standardization work, and to mobilize a wider range of forces to realize the modernization of standards as soon as possible, the National Bureau of Standards (now the National Bureau of Technical Supervision, Quality, Inspection and Quarantine) decided in 1985 to establish a national Standardization Technical Committee.
